Can a for-profit rehab utilize volunteers?

I suppose so, usually for-profit rehabs are for rich people who don't want anyone in their business (unless they're paid staff). The non-profits are always looking for qualified volunteers though- send the volunteers to a non-profit where the money is low & resources are scarce....

I'd think anyone can utilize volunteers if people feel like volunteering. So long as they're properly trained in all the HIPAA and confidentiality stuff.
