You question isn’t really clear on what you want to do.



Any citizen has the right of petition, for reference check the first article of the Bill of Rights.



Any citizen nominate (through support signatures if nothing else) any one they wish.



Amending (I assume city codes) are normally done with the support of at least one council member. However, any citizen can attend city council meetings and propose any amendment to city codes that they wish to propose.



What you didn’t ask is how to develop a viable support group for such an effort. Just because you petition, nominate, or propose amendments, doesn’t mean that this will work. It is your efforts to develop support that will win the day and this could take years.
